Welcome to HelloBlock Services. These Terms of Service (hereinafter referred to as "Terms") constitute an agreement between the user and the HelloBlock service platform. By using this service, the user agrees to and accepts all terms and conditions outlined below. Please read these Terms carefully to ensure you understand and agree to these provisions.
1. Definitions
- 1.1 Service: Refers to the network interconnection, software, file, and related data transmission functionalities provided by the platform, including but not limited to node lines, plugins, data updates, and other technical support.
- 1.2 User: Refers to individuals or organizations who register and use the platform services.
- 1.3 Software Plugin: Refers to software and plugin extensions related to the platform services.
- 1.4 File Materials: Refers to any digital files, documents, materials, or other content provided or sold by the platform through its services.
2. Scope of Services
- 2.1 Network Interconnection Service: The platform provides network interconnection functionalities worldwide to assist users in cross-border data transmission. The platform will strive to ensure the stability and continuity of the services.
- 2.2 Software and File Services: The platform offers online services for the sale, download, and maintenance updates of software extensions and data files.
- 2.3 Technical Support: The platform provides limited technical support services to help resolve technical issues encountered by users. However, the platform does not provide technical support for users' personalized usage needs.
3. User Obligations and Account Security
- 3.1 Accuracy of Information: Users must provide accurate information regarding their country and region during registration. The platform reserves the right to suspend or terminate services for users providing false information.
- 3.2 Account Usage Restrictions: Each account is for the exclusive use of an individual or organization; sharing or transferring accounts is prohibited. Any sharing will result in account suspension or termination.
- 3.3 Account Security Responsibility: Users are responsible for protecting their account credentials and passwords. The platform is not liable for any losses arising from users' failure to safeguard their account information.
4. Service Fees and Packages
- 4.1 Package Activation: The service agreement becomes effective immediately upon user purchase and approval of services. Package contents include periodic data flow, bandwidth, fees, and other related services.
- 4.2 Package Changes: The platform reserves the right to adjust packages due to cost changes, currency devaluation, or changes from upstream service providers.
- 4.3 Node Lines: All package node lines are not guaranteed.
- 4.4 Software and Files: The platform will update and maintain software/plugins and file materials. Plugin services do not guarantee timely adaptation to other software or platform systems; users should confirm compatibility before updates.
5. Prohibited Actions
- 5.1 Account Information Disclosure: Users must not share their account username, password, or other sensitive information on any public or private channels (such as forums, social media, chat groups, etc.).
- 5.2 Node Information Disclosure: Users must not publicly share node domain names, ports, or subscription links.
- 5.3 Abuse of Software and Files: Users must not distribute, sell, or resell software/plugin extensions or file materials obtained through the platform without permission. Any unauthorized use will be considered a breach and may result in service suspension or termination.
6. Network Audit Rules
- 6.1 Purpose of Network Audit: To ensure the platform's rights and the legality, safety, and quality of services, the platform implements network audit rules. This auditing system uses a blacklist approach to block and prevent the following activities:
- Access or activities that violate copyright regulations;
- Sending spam using the service (e.g., via SMTP protocol);
- Abuse of network resources (e.g., BT protocol, P2P file sharing);
- Accessing sites or services that may threaten node security.
- 6.2 Audit Scope: Major audit rules include BT protocol, SMTP protocol, spam, etc.
- 6.3 Audit Content Updates: The platform reserves the right to update audit content based on service provider requirements or other reasons.
7. Abuse Terms
- 7.1 Abuse Behavior: Users must not abuse the platform services in any form, including but not limited to:
- Unauthorized access, interference, or destruction of other users or systems;
- Using the service for network attacks, spam, phishing, or other malicious activities;
- Circumventing network restrictions or anonymously accessing illegal content through the service;
- Using P2P protocols (e.g., BitTorrent) for file downloads or uploads.
- 7.2 Abuse Detection: The platform has the right to monitor and detect abuse using automated tools and manual review. If abuse is detected, the platform may take the following actions:
- Suspend or terminate user service access;
- Take other necessary measures.
- 7.3 Abuse Liability: Users are fully responsible for any losses or damages resulting from their abuse behavior and must cover all related costs.
8. Service Interruptions and Limitation of Liability
- 8.1 Service Interruptions: The platform will make every effort to maintain normal service operation but is not liable for service interruptions caused by unpredictable events (including but not limited to DDoS attacks, vendor network outages, international cable failures, etc.).
- 8.2 Software and File Interruptions: The platform is not responsible for interruptions in software or file updates due to unpredictable events (including but not limited to bugs) but will work to restore normal service as quickly as possible.
- 8.3 Limitation of Liability: The platform is not liable for any indirect losses or costs arising from the use or inability to use the service.
9. Refund Policy
- 9.1 No Refund Policy: All services are non-refundable.
- 9.2 Exceptions: Refunds may only be considered under specific circumstances, such as when a service package is removed due to platform issues and no longer provided (software and file services are excluded), with users bearing the costs incurred during the refund process.
10. Termination of Service
- 10.1 Termination Rights: The platform reserves the right to suspend or terminate user services at any time if the user violates these Terms or engages in abuse behavior.
- 10.2 Consequences of Termination: After service termination, users are not entitled to refunds or compensation, and all fees paid will not be refunded.
11. Amendment of Terms
- 11.1 Modification Rights: The platform reserves the right to modify the Terms at any time. Modified Terms will be published on the platform and will take effect from the date of publication.
- 11.2 Continued Use of Services: Continued use of the services after the modification of Terms will be deemed as agreement and acceptance of the modified Terms.
12. Dispute Resolution
- 12.1 Applicable Rules: The use of these Terms and services must comply with applicable rules and regulations.
- 12.2 Dispute Handling: Any disputes arising from these Terms should be resolved through friendly consultation. If consultation fails, relevant disputes should be handled according to the platform's arbitration mechanism.
